Preheat the oven to 350° for metal baking pan or 325F for glass baking pan, and spray an 8"x8" square baking dish with nonstick cooking spray.
In a medium-sized mixing bowl, combine flour, cocoa powder, baking powder, and salt. Whisk and set aside.
Add melted butter and granulated sugar to a large mixing bowl. Wisk for a solid minute.
Add in eggs, vanilla, vinegar, and food coloring. Continue mixing for one more minute.
Add the dry ingredients to wet ingredients and mix with a spatula until just combined.
Add the batter to prepared baking dish, spread to the edges and smooth over the top. Bake for 30-35 minutes, or until cooked through. Remove from the oven and allow to cool on a wire rack.
While brownies are baking, prepare the frosting by combining the cream cheese, butter, powdered sugar, and vanilla with a hand mixer. Mix until well-combined.
Once brownies have cooled, frost and then cut into squares before serving. Enjoy!
