With a hand mixer beat cold water and sweetened condensed milk until combined.
Add in instant vanilla pudding mix and continue beating for 2 minutes. Place pudding mixture in the fridge for at least 2-3 hours to set up.
After pudding has had a chance to set up, you will want to make the whipped cream by beating heavy whipping cream until it reaches stiff peaks, about 4-5 minutes.
Gently fold whipped cream into pudding mix until combined.
Line a 9x13 dish with half the box of vanilla wafers, then add 2 sliced bananas, and top with half of the whipped cream mixture.
