In a medium skillet, brown hamburger until cooked all the way through, and drain.
In a medium saucepan mix together water, taco seasoning, and soup. Heat to boiling and reduce heat and simmer for 3 mins. Remove from heat. Add the hamburger to the sauce mixture.
Cut each biscuit into 6 pieces. Gently add the pieces to the hamburger mixture. Carefully stir just until the dough is covered completely. Spoon the mixture into an ungreased 13x9 inch pan.
Bake for 18-22 mins or until the biscuits are a light golden brown. Sprinkle a layer of cheese over the top of the pizza and bake for an additional 8-10 mins or until the cheese is bubbly.
